Greetings. I hoped to have this out sooner, but the last couple months have been intensely busy.

Controlled F.O.R.C.E. participated in the 2008 Mock Prison Riot on May 12-14. We were able to provide three 2-hour training workshops, and Instructor Rick Vetter taught a private session for the team from Lake Erie Correctional Institution. Within the allotted time, were able to teach participants M.A.C.H. techniques for handling and transporting inmates, as well as some Lead Hand Drills for disrupting a surprise attack.

During this same time, we had several other training seminars running across the country. We had multiple instructor teams delivering Anti-Terrorism / Force Protection training to US Coast Guard units concurrently on both coasts. In addition, we ran our standard Instructor Certification courses at various law enforcement agencies in several states. All of our lead instructors were engaged in training during this time. Even I got in on the action by representing the company at the Mock Prison Riot and assisting Rick Vetter with the workshops there.

U.S. Coast Guard Cutter Dallas

On May 5-16, Controlled F.O.R.C.E. delivered Anti-Terrorism / Force Protection pre-deployment training to the cuttermen aboard the U.S. Coast Guard Cutter Dallas. The objective of instruction was to help the Cutter Dallas improve its ability to develop and execute an effective AT/FP plan for response in a high threat environment.

U.S.N.S.T.A. Conference Cost Saving Options

Controlled F.O.R.C.E. has been working hard on expanding our offerings at the 9th Annual U.S.N.S.T.A. National Training Conference coming on December 15-19 in Las Vegas, NV. This year we will be running the Xtreme Training Track that will touch on all five levels of the Controlled F.O.R.C.E. system, with an emphasis on Environment Control. Also new to this year's seminar will be a SWAT Competition for teams to test their skills for working together to maintain control of a high threat environment.

Controlled F.O.R.C.E. vs. "Free" State Training

Budget constraints are a primary prohibitive factor in an agency's decision to not pursue subject control training above and beyond the "free" or "inexpensive" training provided by the state or academies. Unfortunately, these decisions prevent such agencies from getting trained in techniques that will actually lower long-term costs.

Most agencies using Controlled F.O.R.C.E. experience a significant drop in resisting an officer incidents. Moreover, these agencies report a major reduction in injuries in the field (for both officers and suspects). These factors greatly minimize an agency's liability footprint, which reduces costs associated with workman's comp fees, overtime costs, legal fees, lawsuit settlements, etc.

Tuition for a 4-day Controlled F.O.R.C.E. Level 1 & 2 Departmental Instructor Certification course is $870 per officer. When you consider that the certification authorizes the instructor to train every officer of his/her department for two years, the cost of implementing the Controlled F.O.R.C.E. system becomes quite reasonable. Take into further consideration that tuition for re-certification is reduced to $570 every two years, factor in the invaluable reduction in liability and injury, and it becomes evident that the benefits of long-term sustainment far outweigh the costs.

If agencies look at the big picture, they will find that when compared to Controlled F.O.R.C.E., the "free" or "inexpensive" subject control training provided by the state or academy is simply not a feasible option for long-term reduction of injury, liability, and costs.

PRACTICAL MATH
(Example: 50 Officer Agency)

  • $870 (tuition for 1 instructor) DIVIDED BY 50 (total officers) = $17.40

  • $17.40 DIVIDED BY 2 (years of certification term) = $8.70 (cost per person per year)

The cost of adopting the Controlled F.O.R.C.E. system into a 50 officer department is $8.70 per officer per year. After two years, the cost goes down even more because of reduced re-certification fees. Departments can further reduce liability costs by integrating the End User Certification Program. Training Review: Level 1 & 2 at West Covina, CA

The West Covina Police Department hosted a Controlled F.O.R.C.E. Arrest Control Instructor Course on April 14-17, 2008. Officers came from throughout California to participate in the CA POST Approved course.

Attendees were impressed with the realism of the training. Most subject control seminars spend a lot of time in the classroom and utilize PowerPoint instruction with jargon that most cops won't remember. Traditionally, subject control training teaches Use of Force in separate, disjointed sections with no flow or reinforcement.

Controlled F.O.R.C.E. specializes in delivering dynamic, hands-on training utilizing a “building block” methodology. This means that every point of instruction builds on and reinforces all previous points, broadening the operator’s knowledge base while strengthening his or her skills base. Officers at the West Covina course, which included several long time Controlled F.O.R.C.E. instructors renewing their certifications, appreciated the way that the training offered practical solutions to the real problems they face on the street.

Everyone left the course highly motivated to return to their departments to transfer their new skills to their fellow officers. Controlled F.O.R.C.E. is currently scheduling more instructor courses for later this year in California.
